Affiliate payouts via Payoneer: what it costs the sender and the partner, beside PayPal and Wise

Can you pay affiliates through Payoneer, and what does it cost?

To a partner in another country, "Up to 1% + Up to 4.00 USD or equivalent". Funding the balance from a US, UK or EU bank costs 1%. From a card it is up to 3.99%. The partner receives for free and pays to withdraw. That is 1.50 USD to a US bank. Abroad it is 1.2% to 4%.

The research method was simple. I read Payoneer's pricing page on 7 September 2026. I copied the sending, receiving and withdrawal tables. I set them beside PayPal's and Wise's fee pages, which the earlier payout articles already carry. I also set them beside what the affiliate platforms print about offering Payoneer at all. I found that Payoneer is the one of the three where the partner personally pays to withdraw the money. Its mass-payout documentation could not be read, and four of the six platforms read for this page do not print it as a method.

Three words first. A payout method is the account the money lands in: PayPal, Wise, a bank, or Payoneer. A batch file is a spreadsheet of payments you upload to a payout method so it pays everyone in one go. And a balance is money you have already moved into Payoneer before it goes to a partner. That is where its fees begin.

Fees depend on sender and recipient locations, payment method, and currencies.

What does Payoneer charge the sender?

In shortFrom your Payoneer balance, "Up to 4.00 USD / EUR / GBP" per payment to a partner in the same country. To a partner in a different one, "Up to 1% + Up to 4.00 USD or equivalent". Paying from a card instead of the balance is "Up to 3.99%". Topping the balance up from a UK, EU or US bank is 1%. The page's own caveat: "Fees depend on sender and recipient locations, payment method, and currencies."

Let's say you owe thirty partners $83 each, $2,490 in all. Suppose they are all in your country and Payoneer charges the top of its range. That is $120 in sending fees. If they are all abroad, up to 1% of $2,490 is $24.90. Add up to $4 each, which is $120, and the total is about $145. Funding the balance by ACH from a US bank first costs 1%, another $24.90. By card it is up to 3.99%, about $99, before a single payout is sent.

The "up to" is the detail to check. Payoneer's page prints ranges rather than exact rates, because the amount you are charged depends on the corridor. So the table above shows the top of each range. The bill on an actual batch may be lower. The currency article covers what happens to the remainder of the fee when the partner's currency is not yours.

What does the partner pay?

In shortThe partner pays nothing to receive, and something to take it out. Receiving "From another customer's Payoneer balance" is free. Withdrawing "To a bank account in the same country as yours, in local currency" is 1.50 USD in the US. Withdrawing to a bank abroad in the recipient's local currency is "1.2%" to "4%". And "In some countries, a minimum fee of up to 20.00 USD or equivalent may apply."

That is the difference from the other two. On PayPal Payouts the sender pays the fee. The recipient pays nothing to receive. On Wise the money lands in the partner's bank. On Payoneer the partner holds a balance and pays to move it out. So an $83 commission is $81.50 in a US bank, or $80 to $82 after a percentage abroad. Where the $20 minimum applies, it is less than that. A partner who is paid $30 a month in a country with the minimum sees a considerable portion of it disappear.

So the partner's location determines whether Payoneer is a suitable method for them. A flat fee is a fixed amount taken from every payment, whatever the payment is worth. Payoneer's withdraw table lists the countries where a local-currency bank withdrawal carries one. Outside that list the percentage applies, and the fee page is the one to read for your partner's country before you choose. Which affiliate platforms send money through Payoneer?

In shortFour of the six platforms read for this page do not print it. Tolt's pricing FAQ says its auto payouts route "offer more payout methods like Payoneer and Crypto". Tapfiliate allows you to offer custom methods beside its list of banks and Bitcoin. AffiliateRail builds a Payoneer batch file for you to upload. Rewardful, FirstPromoter, Dub and PartnerStack do not print Payoneer as a method on the pages read.

The reason is the API. Payoneer's mass-payout developer page returned an empty body on every fetch for this site's payout research. Its payout credentials arrive through an approved partnership. That partnership routes the money through the partner platform's own balance. A platform that will not hold money, which is this site's own rule, generates a batch file instead.

That is what the file route looks like. You export the batch, in Payoneer's own bulk-upload shape: recipient email, amount, currency, description, one currency per file. You upload it to your Payoneer account and approve the payments there. Then you return to mark them paid. Nothing auto-completes, because nothing happened automatically. The Payoneer integration page displays the file and the four columns.

How does it compare with PayPal and Wise?

In shortOn the sender's side, Wise is the cheapest at from 0.24%. PayPal is next at 2% capped at $1 in the US and $20 abroad, or $0.25 flat by API. Payoneer can be the most expensive at the top of its ranges. On the partner's side, PayPal and Wise cost nothing to receive. Payoneer costs 1.50 USD or a percentage to withdraw. On reach, PayPal prints "over 156 countries in over 23 currencies". Wise's and Payoneer's country lists are on their own pages.

For example, imagine thirty partners in the US paid $83 each. PayPal by API is $7.50 for the batch, and the partner receives $83. Payoneer is up to $120 for the batch. The partner receives $81.50 after the $1.50 withdrawal. Now imagine thirty partners across Asia and Africa. PayPal is about $50, wherever it is available. Wise is about $6 at the mid-market rate. Payoneer is up to $145 to send. The partner pays 1.2% to 4% to withdraw, with a $20 minimum in some countries. Now imagine a partner who already operates their business on a Payoneer balance and spends from it. For them the withdrawal fee never applies. Payoneer is the method they will ask for.

That final case is why the method exists in the list at all. The partner chooses the method, and some already operate their business on Payoneer. The PayPal article and the Wise article cover the other two in the same format. The automatic payouts page shows which platforms automate which.
