Who holds the money when affiliates get paid?
Here is the difference everything else comes from, and on Impact it runs in reverse.
Impact's help centre says you "provide credit card details so that impact.com can top up your funding account". The system charges your card whenever that account drops below what you owe, plus a buffer. Commissions are deducted from it once the actions lock. So your money sits with Impact before your partners see it. Running that account, in ten currencies, for programs with thousands of partners, is what the 20% pays for.
AffiliateRail works out who is owed what. Then it logs into your own PayPal or Wise and pays them. The money leaves your account and lands in theirs. It never comes near AffiliateRail. That is why 0% is a fact about the plumbing, not an offer.
